POPStarter
Overview
POPStarter is an open-source homebrew application for the PlayStation 2 that enables PS1 game images to be loaded and played on a PS2 using the console's built-in PlayStation 1 emulation engine (POPS). It bridges the gap between the PS2's native PS1 compatibility and the ability to load games from an internal HDD or USB storage via Open PS2 Loader.

Compatibility
POPStarter is compatible with fat and slim PS2 models. Game compatibility depends on the PS2 hardware revision and the specific PS1 title. A community-maintained compatibility list is available for reference. HDD-based loading requires a fat PS2 with the expansion bay and a compatible HDD adapter.
How It Works
POPStarter works by wrapping PS1 game images in a format that the PS2's POPS engine can load. Each game requires a dedicated POPS launcher file (VCD) which is generated using community tools and placed alongside the game image on the HDD or USB drive. OPL then presents these as launchable entries in its game list.
